With reference to your letter No. 41726/18 of the 29th ultimo, regarding Sir Charles Eliot's ap- pointment as His Majesty's High Commissioner in Siberia, I am directed by Mr, Secretary Balfour to state that Sir Charles Eliot's salary will fall on the Foreign Office Vote, and that his appointment dates from the 5th ultimo.
